This is not complicated. Take a search dog team trained in water SAR and go to where the witnessed plane went into the bay. Take into consideration, time of incident, current direction, current speed, water temperature. 1). A SAR Dog would have absolutely NO Problem detecting human scent trapped inside the aircraft under water. 2). Once the SAR Dog alerts to location, mark it on GPS Maps, and place water marker at the location. 3). Call in USCG or US Navy who has underwater drones. Send it down to confirm plane location.
