Sad outcome. My dogs were correct that he was dead in the water but they indicated more towards bucannan lake next to the river.

We've had quite a busy year.

347 SAR call requests for missing persons and lost pets.

What's nice is we had some very nice happy endings (live saves) and of course as usual some very sad endings.

Lots of suicides and accidental drowning calls.

Let's see what 2023 brings.

 Stephanie Lehman

Miss Mina is 14 years old, blind. She left out the door and within 5min we were searching for her. It was dense and frozen fog, very cold outside. The fog muffled our voices I couldn't even hear my son calling for her. She simply lost her way back. I was crying when I spoke with Harry that morning and he offered to come out but I said it is the holiday and I no $$ to offer him. He came out anyway within the hour of me calling him. That was the first time I had met him but I have known of him for about 10 years now. I send Harry posts about other missing animals in the area, or advice for owners with lost pets. So Harry is the guy to go to! I'm glad to have him as my friend. I wanted to pet the dogs, but they had a job to do, not a time for visiting and wagging tails. I was amazed at how fast they found results. We were positive that she was in the fairgrounds. But after a week of going back and forth and leaving pee trails, she never came back. We thought at that point someone had her. Yes, the lady who works at the fairgrounds, after a week Mina came out very hungry and frail and allowed someone to pick her up. She took her home and posted once but I must have missed that, until the other day sitting working and the photo popped up on my feed. Never give up hope!

UPDATE: Miss Mina is home!
Miss Mina is coming home! I want to thank Jenny Sorenson for taking care of her. I want to thank Harry Oakes for coming out on his own time Thanksgiving Day to help search. His search and rescue dogs tracked her to the fairgrounds. We couldn't get in that Friday for the gates were locked. No death scent. My son and I went back the next few days and called but no luck. The lady who found her found her at the fairgrounds. So she went home to get her and bringing her back right now!

Finding a missing person along a busy roadway, highway, or trail.

I was talking to a mother whose son is missing while driving from Wofford Heights, CA and Bakersfield, Ca.

I understand that the local SAR Dogs are deployed via the local office of emergency management and sheriff's office.

But wouldn't it be nice if one of the local SAR Dog teams trained in Tracking, trailing, air scenting for live/dead human scent would meet with the mother of the missing son, get a scent item, go to PLS and try to track his scent on their own and use it as a training exercise?

1). As you drive you leave scent. It escapes out of the vehicle through and open window, air vent. Falls alongside the roadway and can be tracked up to 18 months later.

2). It's a very difficult and time-consuming type of search.

3). It's a very dangerous type of search in that you as a dog handler must avoid becoming "ROADKILL". from all the other folks out there driving along.

4). In the early morning hours, air currents flow UP HILL from the canyons, cliffs down below.

All the handler must do is drive the route and look for places where a person could have left the roadway (accidently) maybe to avoid a collision with a deer, or other wildlife.

Here's the hard part. While avoiding the roadkill situation you must be very aware of the wind current speed and direction.

Many times, I've found victims by working this type of search. If I can do this, so can you.

While making sure the winds are coming from the canyon / cliffs below the roadway, get out, put on your vehicle flashers or pull over somewhere where you can check your area. Get your dog out, introduce the scent, give him/her the command to work or go find and work the area.

If you can establish a valid track / trail great. Most likely because of cross contamination, you won't be able to unless your very skilled in reading your dog. What you will be watching for is an air scent alert and most likely a major stress/death alert. If you don’t know what the stress / death alerts are, then you shouldn’t call yourself a dog handler.

When your dog first alerts, stop, get out your GPS, compass, and map. Mark where on the map or on a notebook, wind direction, wind speed, air temperature, and exact location. Then continue until you lose the alert. (Very important). Document again GPS, Compass bearings of the wind, wind speed, location.

Where your dog first alerted on a map draw a straight line (Into the wind). When the dog stopped alerting, draw another straight line into the wind. Where the two lines intersect, is usually where you’ll find your source of alerts.

No different really than doing a water search or field or wilderness search in rugged terrain.

If someone from the area could perform this type of search, it could very possibly bring closure to a very distraught family who needs answers.

Be safe out there. Make sure you wear safety vest, head lamp and keep your dog on a long trailing/tracking lead. Take plenty of water breaks.

It's been a very hard career. Physically demanding, emotionally demanding. Despite everything and everyone, in the end you can say I was 100% honest in all I said and did, and was the most successful K9 SAR Coordinator and handler in the world responding to the various types of calls.

Want to help a homeless person?

Please don't give them money. All they do is buy drugs or alcohol with it.
Instead. If they have pet, buy them a warm wool blanket, and a bag of dog or cat food.
For the person. 1 gallon plastic bag containing a tooth brush, comb, soap, toilet paper, 10 gallon plastic bag to put their trash in. A pair of wool gloves, a wool hat, wool socks.
And a note telling them. They aren't alone and you care".
Merry Christmas.

sadly this person lost his life. I tracked him to where we located his remains in the river nearby.

Recently someone accused me of "Victim shaming".

Let's clear this up for the record.

1). If you are missing a loved one and refuse to use trained resources and then continue to whine on the internet about not being able to find your loved one, all I'm going to do is give you our web site link and you can either contact us or not. Now if you are feeling guilty about not using us, that's on you. That's not victim shaming. I'm not going to go public and make any comments about your situation.

2). If a person dies doing something 100% preventable such as kayaking without a PFD, or dying from hypothermia while out on a hike. I'm going to put it out there to the public that this is 100% preventable. If you don't like it, I'm sorry but you're not the one that has for 51 years gotten out of bed, left their families behind, donating your own time, money, skills, to go find and recover an individual and then return to tell their loved ones, they aren't coming home anymore. It does get very frustrating to have to do this over and over again.

If you have an issue then instead of badmouthing me for "Victim shaming" why not be adult enough to write me directly and ask why I wrote what I wrote. Maybe just maybe you might understand a little better why I do write about victims and preventable deaths.

It's hopefully a learning incident. Taking something negative and turning it into something positive so other folks can think" Hey, I do kayak, boat, fish, raft and should wear my PFD or, I do like to hunt, photograph wildlife, camp, hike. Maybe I should carry my 10 essentials so I could survive long enough for SAR folks to come find me alive and save my life.

T

hanksgiving and Christmas.

Two times of the years when friends and family come together to share lunch/dinner and memories.
Growing up as an air force brat I lived all around the world.
Oregon, Ca. Alaska, Japan, Hawaii, etc.
As an air force brat I learned that home is where the heart is. Family is the most important issue in ones life.
Now that all of my family is gone, (except my son and grand kids). All I have left are my friends, and my memories of my mom, dad, sister.
All the Thanksgivings, Christmas' we shared and the great food we ate.
During my time working as a police officer and EMT as well as my time volunteering and working in SAR, I've learned there are no guarantees for a tomorrow.
Medical issues, accidents, suicides, homicides, there are so many ways we lose our loved ones.
As I proceeded throughout my careers, I met folks from all around the world. Some slept in palaces, castles, (really) and some in card board boxes. It made me appreciate what I do have. My dogs, family, health.
So when you sit down at Thanksgiving lunch/dinner and or Christmas Lunch/dinner with your friends and family, take a moment and truly give thanks that you all have this time to share with each other. Tomorrow it could be gone.
Be safe. Don't drink and drive. Slow down out there and arrive alive.
Hugs and happy thanksgiving.
Love
Harry, Ms Cindy Lou, Mr. Max and family.

International K9 Search and Rescue Services. A professional business that provides trained K9 teams to search in all aspects of K9 SAR. USAR, rural, wilderness, desert, jungles, water, mountains.

The owner and SAR Coordinator of IK9SARS has 51 years of experience in all aspects of SAR. Mountain Rescue, helicopter Rescue, Swift Water SAR, Urban SAR, Wilderness, Rural SAR.
"It's been 51 long years of learning.

I went from an all volunteer SAR member, instructor, coordinator from 1972 to 1997. 25 years with the Sheriff's office, Mountain Rescue, and K9 teams. In 1997, I turned my K9 team into a "Professional contracting team" this meant that I could choose to charge for my services or donate my services as needed.

I responded to over 29 disasters during my career. I donated all of my own time, money, services to help those in need. Northridge, Philippines, Honduras, Haiti, Japan, China, Turkey, and within the USA on natural and manmade disasters.

One of the many specialties was including pet SAR and pet rescue along with human SAR and rescue services.

Worked a pet ambulance as needed. Transporting injured/sick pets to vet hospitals. Mostly during bad weather (ice/snow) conditions.
From 1986 to today, I've received over 14,796 SAR call requests helping find 4,667 missing persons and lost pets.
I've also assisted in teaching all aspects of SAR, K9 SAR and Scent, scent evidence.

I'm now considered an expert in the court of law regarding SAR, SAR Dogs, Scent, Scent evidence and am on call to assist attorneys, judges, law enforcement as well as private citizens in these aspects.
It's been a very physically challenging job. Strapping on a 45 lbs rescue pack and climbing 6 miles up mountain slopes, glaciers, and steep wilderness terrain, along with working in the other environments (jungles, deserts, wilderness, city, urban, rural) all had its own challenges.

For those I've helped, I am dearly appreciated and loved.
Along the way I've met some fantastic people from all around the world. Made lifetime friends.

There's the SAR dog aspect as well. I've rescued numerous dogs from the dog shelters, pounds, and streets and trained them for all aspects of SAR. I never ever believed in training one dog for just one specific task. I trained each of my SAR dog partners in all aspects of SAR. Live / dead, water, land, avalanche, forensic scent, etc. and each and every one has been successful. (All documented in the courtrooms).

I've most past the jealous dog handlers, "AKA HARRY HATERS". and stuck to my focus. To help those in need. If they couldn't afford my services, then I still helped them and donated my services. I average donating $47,000.00 in services each year for the last 23 years. There have been a lot of fantastic publicity when my dogs and I were successful. But, as anyone in K9 SAR knows, we don't find them all.

Sadly I've seen a lot of ugly jealous folks. People who bad mouthed me for charging for services. Even though they didn't realize I donated many of my SAR Calls when folks couldn't afford them. One such case that several dog handlers put out to the public was a missing climber in Idaho. I received a call from a desperate father whose son was missing for over a week.

The local sheriff, mountain rescue teams and SAR dogs failed to find them in their search efforts. I sent the father of the missing climber my contract for services agreement which spells out what I charge for driving time, fuel, meals, motels, and actual search time and based on all the information, the probability of success in finding the missing person or finding out what happened and where.

The father read my contract, agreed to all its terms and signed the contract. I drove the 14 hours each way and climbed the grand Tetons to search for his son. The father paid for two mountain guides (which I did not request) but he insisted they go with me.
After my search, I did not physically find his son but was able to tell him 100% that his son was dead based on the death alerts I was getting from the swirling wind currents.

The father didn't like what I had to say and bad mouthed me to anyone who would listen, refused to pay my contracted work and I had to threaten him with a law suit. In the end he paid for my contracted work, and followed up on what area my dog had alerted. His son was found dead in the bottom of a steep cliff area where my dog had alerted. So in all, I was 100% correct in my findings.

But all the harry haters would do is pass on a one-sided statement made against me by the grieving father. The harry haters forgot to tell everyone that would listen to them was that I wasn't the only one who was paid. The sheriff was paid, the mountain guides were paid as well as other staff involved in their efforts to search. My documentation in all of this proved I was telling the truth. Just one example of what's wrong with some members of the k9 SAR community these days.

Now I'm hitting retirement age. My body can't climb mountains anymore. I've lost my best friends (dog partners) over the years. The SAR Dogs sadly don't live very long. Kodi, Ranger, Ms. Valorie, Ms. WIllow, Mr. Tyler. and still have my two currently working dogs Ms. Cindy Lou and Mr. Max. That had to be the hardest part of this job was saying good-bye to each one of these partners when they died.

As I'm starting to wind down my SAR responses, I still work consult cases. I still teach all aspects of SAR, K9 SAR, swift water and USAR.
I'm just limited due to old age and knee injuries on what I can search and how far I can travel.

My business has been inspected by the Oregon Dept of Justice, IRS, and many law enforcement agencies and found to be 100% accurate in all I've said and done.

I'll continue to work SAR until I can no longer walk. Until then, I ignore the Harry Haters, reflect on the many successful cases over the last 51 years that I've been a part of. And move forward.
Respectfully

Someone asked me yesterday if I'm still working SAR Cases?

Answer is yes. Most of them I work by consulting based on 50 years experience.

If it's a local missing person or lost pet case then i will actually bring out my sar dogs and work the track to determine what happened and where. With a 99% accuracy rating, I'm proud of my success.

It's been a long hard 50 years.

Years ago I hired Harry and his dogs to track my missing indoor-only cat. She was my first "baby" and I was beyond distraught and willing to try anything when I came across Harry's services. He was nothing but 100% professional, and I was impressed by his knowledge and experience. Everything was explained and detailed in a contract prior to him starting.
I had just temporarily moved back in with my mom after my house sold, and my indoor-only cat of 10 years had got out and was missing for a few days. Harry and his dog tracked her a neighborhood over to where she'd been "hanging out" and the people living there confirmed seeing her the past couple of days, scared and hiding under their porch. It seems she had gotten too far away from the house to find her way back, being that she'd only been there less than a week. And there were so many houses and roads, she was used to being in a house in the country on 20 acres. Even then, she'd probably never been outside for more than 10 minutes at a time her entire life.
Harry told me how to get her home (like spraying my urine in a trail back to the house) and it worked! She showed up a day later. I am FOREVER indebted to Harry for his help. She was my first "baby" and thanks to Harry, she was able to live out the rest of her long life where she belonged, with me. ❤ Thank you for that... all these years later even.

Harry is the real deal. His success rate and his documents to back up his claims for his successes are legitimate. My investigators (Steve & Anabel, alongside the AntiPredator Project's Trent Steele and Mike Pitts) were working on the Jolissa Fuentes case on behalf of the Fuentes family, and we consulted with Harry on numerous occasions. Harry's expertise is extensive and we cannot thank him enough for his time and his knowledge. If anyone needs search and rescue, Harry is the expert to go to.
On any of our other cases that we are needing search and rescue, Harry Oakes will be OUR ONLY CALL!
Thank you and God bless you for your work!

Training medical examiner staff for cadaver work with dogs.

For 36 years I've been using my SAR dog teams to find both Live and Dead people and pets.

It's been so successful that I've been asked to train people from around the world. China, South Africa, St Croix USVI, Ireland, Canada, Mexico, USA, Philippines, etc.

About a year ago this young lady Becca with her dog Ember started training with me. She spent her own money, time, efforts, energy, to train in all aspects of SAR.

I don't believe in training just for one aspect. Each day is different. One day we may be involved in an avalanche search, the next day a drowning, the next day a mental health issue that leads us searching for the victim in urban, rural or wilderness areas.

Becca and Ember not only passed their exams, but have since been put to use by Cowlitz County Medical Examiner's office and Cowlitz Co. Sheriff's office to help find human remains.

When someone dies in a rural, wilderness, or water environment, it's not uncommon as the remains decompose for them to be spread out.

In the water this is done by the water current and fish, and other predatory animals.

On land this is done by predators (birds, coyotes, bears, cougars, etc).

In rural areas I've seen cats and dogs also assist in spreading the remains.

It's the dog handler and their dog's job to try and find as much of the remains as possible to help in identification of the victim, and burial of the victim's remains.

Becca and Ember have done several successful searches recovering human remains. I'm extremely proud of the both of them. (dog and handler). They are a great asset to both International K9 Search and Rescue Services as well as Cowlitz County Medical Examiner's office.

By Becca and Ember working together as a team, they have saved the Tax payers $$$$$ in their work.

This shows that my programs, training, testing, not only has worked for me, and the other thousands of dog handlers I've trained around the world, but it works for the local volunteer teams as well.

Congratulations to Becca and Ember and Cowlitz county Medical examiner's office for accepting this training.
A huge Thank you goes to Chief Medical examiner in Charge Mr. Timothy J. Davidson.

This is not complicated. Take a search dog team trained in water SAR and go to where the witnessed plane went into the bay. Take into consideration, time of incident, current direction, current speed, water temperature. 1). A SAR Dog would have absolutely NO Problem detecting human scent trapped inside the aircraft under water. 2). Once the SAR Dog alerts to location, mark it on GPS Maps, and place water marker at the location. 3). Call in USCG or US Navy who has underwater drones. Send it down to confirm plane location. Recover plane/victims. 4). Alert local island residence, fishermen/women, beach combers that they find human remains along the shoreline all the way up to Victoria. www.k9sardog.com

05-13-2022 Water recovery Mr. Brown missing for nearly a year in Yamhill Co. Ore.

Situation: On 05-28-2021 I.K.9.S.A.R.S. was contacted by a friend of the family of Missing person Ralph Brown. I assigned our case# 2021-12,446-127(A). 05-28-2021 Missing person Wash. Co. Ore.

Here’s what we were told. Fri, May 28, 2021 6:33 pm: Dirk Knudsen (calldirk@gmail.com)   Hi there this is Derek and I'm helping head up the search for Mr. Ralph Brown who went missing almost 2 weeks ago. One of your friends who works inside Washington County told me about you and your dog and that you might be able to help and I have asked the family if they would accept your help and they said at this point while they don't understand the capability of your dog, they would be willing to accept any help you can give. You can call me anytime at 503-799-8383. And we can talk further about how you can get involved. Thank you so much and hopefully we can work together to find Mr. Brown. Ralph Brown is 76 years old, about 5-foot-10, with white hair and blue eyes. His car is a dark blue, 2014 Nissan Sentra with Oregon plate . Anyone who sees him or his car is asked to call the Washington County Sheriff’s Office at 503-629-0111. Team: H. Oakes Results: I sent the family our contract for services agreement and was not only REFUSED to sign the contract, but then badmouthed because we charge for our services.

On 12-12-2021 I drove along the River and checked various areas. Champoeg park, and Rogers landing. While at Rogers landing area, (down river) both SAR dogs Tyler and Ms Cindy Lou alerted to the river. A deputy from Yamhill Co. SO pulled in and I informed him about the death alerts but we both agreed (It could be anyone’s remains) (homeless or Mr Brown’s).  Today 05-13-2022 I found out Adventures with purpose A volunteer dive team went in and found Mr Brown in his vehicle at this location.

Car of Ralph Brown, missing nearly a year, found in Willamette River (koin.com) PORTLAND, Ore. (KOIN) – A submerged car has been found in the Willamette River in the Newberg area near Roger’s Landing. Washington County Sheriff’s Office said they believe the car belonged to Ralph Brown, the former mayor of Cornelius who was reported missing nearly a year ago. Earlier, dive crews at the scene told KOIN 6 News a body had been found, however the Washington County Sheriff’s Office said no remains were found. Brown was last seen leaving his home in a Blue Nissan Sentra May 16, 2021. During last year’s search, Brown’s cell phone records indicated that he drove in circles for four hours within a 30-mile radius from home. Then, he disappeared. Jared Leisek of Adventures with Purpose — the dive crew that found the car — told KOIN 6 News “95% of the time when we solve a case it’s because of a cell phone ping and that’s what brought us back here today.” Leisek also described the moment he called Ralph’s wife –telling her they found the car “It was an emotional time for both her and myself. It was almost disbelief. It was a disbelief for us to find Ralph. It was a disbelief to tell the family and for them to put this nightmare behind them.”

Do you think the family will ever apologize to me for their foul comments? I surely don’t expect so.

Even though my SAR dogs were 100% correct. Chalk up another one for the dogs and politics.

Respectfully

Thank you for your tracking service.
When pigsly disappeared, we searched our barn, house, property and couldn't find her. She's 14 years old and spoiled rotten. Never spent the night outside ever.
Our vet office strongly recommended we give you a call. You and your two dogs came out and tracked her to where she was hiding in the briar patch next to the barn.
When you said she was in there, at first I must admit I was skeptical
but when we heard her little bark, then I knew you and your dogs were correct.
It took Ron (my husband), 1/2 hour to carefully cut through the brambles and get her. She was scared to death. Not sure if something tried to get her. But now she's home safe where she needs to be.
We can't thank you enough.
Feel free to use us as a reference if you want to.

International K9 Search and Rescue is proud of our success in finding missing persons and lost pets around the world.

We have successfully tracked a missing person 18 months after he disappeared.

We have successfully tracked a missing cat 1 year after it disappeared and found it alive in a barn a mile away in Portland, ORe.

Rain actually helps SAR Dogs detect and retain scent. It keeps their scent collector cells moist to hold scent.

We always give our clients a contract for services agreement which spells out what we can and can't do for them. What the fee is going to be. This way there is no surprises, no scams, no false reporting. Each client is given a report with photos (if taken) of the search. Our clients are allowed to go with us so we can explain our findings during the search.

Out of 14,500 cases I've been wrong 5 times. You do the math. Not very many....over the last 50 years.

Heat dries out scent and makes it more difficult for the search teams.
